What determines the detection of a video signal by a monitor via hdmi?

Changed hdmi cable.
When you turn on the computer, the monitor remains in inactive mode.
If you turn it off, it sees hdmi shows the image.
If you press the button to switch the video input sees hdmi shows the image.
On the old cable everything is fine.
It appears both under windows and linux (and in the efi screen too).
