What could be the problem of HDD lags?

Every few seconds of reading, it takes a whole second of time to read one of the blocks, or even 3-4. Because of this, the system from this hard disk usually does not start with the words "A disc error occured", and then after an unsuccessful attempt to rollback, automatic recovery, bootrec /FixMbr, bootrec /FixBoot, and plus some amount of time, the computer it starts up with a clearly unusual sound of a working cooler (as if it had sagged from the axis) and the system still starts.
SMART talks about the critical issue End To End Error Count .

I left out that SMART showed a significant number of Ultra DMA CRC Errors, which means a connection problem. I moved the hard drive to another SATA port, everything returned to normal.
