What could be causing the laptop to slow down?

Suddenly something strange happened to the laptop. With a certain frequency, after 30 seconds, there is a 100% CPU load for about 5 seconds.
At the same time, the laptop slows down terribly, the mouse jumps from place to place, or even does not react at all. If the video is running, then everything stutters.
Nothing superfluous was found in the processes, Windows was only recently reinstalled. Driver updates all as expected. Nothing extraneous has been downloaded for the last few days. Everything was working as expected in the morning and suddenly such a disaster occurred.

The only thing that loads in the CPU column is the process - "System inactivity"
What could be the reason? In hardware or something happened to the system? If in the gland, then what could be the cause?
