What CMS engine to choose for the development of a city portal?
There was an idea to develop a city portal. The question arose, on which CMS engine to build a portal? I looked between LiveStreet, Drupal 7, InstantCMS, 1C-Bitrix. I must say right away that I'm not strong in programming, and therefore "write it yourself" and don't offer anything like that :) I think Bitrix immediately disappears, since it's not realistic to overpower the price. This is my first time with Drupal. I sat watching modules, additions. I didn't find anything out of the ordinary. LiveStreet is generally naked. Here InstantCMS is still climbing into some gates, but there are few developments on the new version 2, and I don’t want to install version 1, since they may soon abandon it.
The functionality of the portal should be something like this:
1) news, articles
2) forums
3) photo gallery
4) vacancies (job search, etc.)
5) poster (movies, events, etc.)
6) personal blogs (similar to the one in InstantCMS)
in general, the usual structure for a city portal.
Or you can offer modules for each CMS that perform such functions.

Wordpress does a great job of this. Here is a rather interesting article on Habré - habrahabr.ru/post/186584
For example, here is a ready-made solution for Bitrix
studio.vl-new.ru/catalog/gotovye-resheniya-1s-bitr...
free support and updates throughout the year
In my opinion, the best from web2work.ru there is a full set of functions and auto-completion of all sections, which is very convenient for initial filling. It is not expensive and is set up on a turnkey basis... web2work.ru/rukpo.html
Here is a great solution on CMS Joomla
