What characteristics are needed for a PC designer?

In your opinion, what characteristics of a normal PC are needed for a designer?
e.g.
- Processor Intel Core i3-8100 3.6GHz/8GT/s/6MB (BX80684I38100) s1151 BOX
- Motherboard MSI Z370 Gaming Plus (s1151, Intel Z370, PCI-Ex16)
- RAM Kingston DDR4-2400 4096MB PC4-19200 HyperX Fury Black (HX424C15FB/4) x 2
- + hard drive for a couple of terabytes
The main question
- Is the AMD processor worse? For example Processor AMD Godavari A10-7890K 4.1GHz/4MB (AD789KXDJCHBX) sFM2+ BOX
- The fact that the motherboard is called Gaming Plus - doesn't it mean that it is tailored for gamers? M.b. Is something else better for design?

• Intel Core i5
  
• nVidia with CUDA and more RAM
