Mint 18.3 freezes intermittently, most often when the YouTube page is open, hardware acceleration is disabled in Chrome, it looks like this:

Such "artifacts" indicate problems with the video card. If this is a stationary PC with a discrete video card, the video card must be removed, if necessary, the cooling system must be removed, dust removed everywhere, thermal paste replaced - all this in order to eliminate possible overheating of the video chip. If overheating is excluded and the problem remains, change the video card. If the video card is integrated - immediately in repair. If it's a laptop, get it repaired right away.
