What causes a video card to cause the screen to flicker?

The card is the same GeForce GTX 1050ti from Gigabyte in low-profile (a stub of 1/2 of a regular board), they recently took it as a plug for a girl's PC, until the price for normal cards comes to an adequate state, well, or until I get rich.

The essence of the problem:
When working with Photoshop, Illustrator, SAI, Clip Studio - in general, with vector / raster graphics editors, after 5-10 minutes of work, horizontal stripes begin to appear and then monitors blink. Do not flicker / streak, namely on / off blinking, as if they were relieved of voltage for a moment. Blinks often, sometimes arranging a disco in a row. It blinks during the action, i.e. when drawing or working with contours, in general, at rest, if the program is simply open, it does not blink.

Occasionally blinks in games, both in conditionally new, graphically loaded (Prey), and in oldies (Resident Evil 1st), but in games literally once every half an hour or an hour.

At the same time, FSH - when working in After Effects and Premier Pro - everything is fine, no blinking. Although it would seem that the animation and video editor should cause more problems, and the files are large, rendering can take up to an hour.

What I have already checked:
I am sure that the problem is in the video card, because. already tested all the obvious nuances - I poked it into 3 different PCs, with different motherboards and CPUs, monitors are different everywhere - ips / va matrices, 20-24 '' diagonals, connection everywhere is either dvi or hdmi with ferrites and gold-plated tips (expensive, good wires). There are different builds/versions of Windows 10 everywhere.
Initially, I generally thought about a graphics tablet, but fortunately I have 3 of them (2 different wacom and XP-something-there) and tested them all - the situation has not changed.

I tested all options with new firewood (471.68 WHQL for 08/05/21), with July 2021 and with the old October 2020, which were on one of the PCs. I tried both the assembly of Game-Ready and Studio, and through GeForce Experience and without, in general, I did all the dances with a tambourine that I knew.

I tested different versions of the programs, PS / AI from 2018 to 2021, SAI and Clip Studio the latest and some old ones (damn it) - the same situation.

At the same time, I ran a benchmark with a high load on 1080 - everything is OK, no stripes, blinks, i.e. in the load the card behaves normally, and the same Illustrator does not load it even by 20%.

From the category of shamanism in the same way - I changed the frequency of monitors in the nvidia utility, 60-59-30 frames. Removed/enabled hardware acceleration wherever possible. Did not help.

The TS has about the same problem, but I obviously don’t mess with Chrome, because blinks without it. Tried what he wrote in the answer - did not help. But, by the way, I also have this error in the logs.

In general , the main question- because of what can the card behave like this and is it possible to fix it somehow? I understand that most likely the problem is in the piece of iron and it must be carried under warranty as a marriage, but honestly I can’t understand what kind of marriage is so selective - only for certain actions and programs.
