Does the order of the video card in the system affect performance?

As shown below - the integrated graphics of the processor is always higher in the list (by priority?) than the video card. Does it affect performance? If so, how can this priority be changed? (Note to the second picture - on the integrated graphics there is a load, on the video card - no)

Usually, light applications and the Windows interface work on the built-in, and games, etc. work on the external one. heavy 3d applications.
Depending on the drivers, it sometimes happens that you can choose which video card to run applications on, it can be useful if suddenly a 3D application slows down and does not automatically start on an external video card.
