nooLite (Belarus), DeLumo (Russia) block price from 1.5 to 3 thousand. The former can already be controlled from a computer, the latter should soon release a controller.
Glanzen (Germany, but assembled in China) is very cheap (about 500 rubles per block). You can connect to Broadlink RM pro and control from iOS or Android.

If you seriously want to build a Smart Home, then look at the European KNX standard, which is already 26 years old and is supported by all European companies producing electrical installation products, so as not to be tied to one manufacturer or a closed standard.
