What can constantly load the CPU in Win10 at 100%?

The OS periodically hangs tightly (it just hangs, without the blue screen of death)
take.ms/D8wpw - a screen on which it is clear that the task manager shows a constant 100% load, but Process Explorer does not show it.
loading in safe mode - DZ stops showing 100% loading
loading in normal mode with all third-party services and startup disabled - DZ shows 100% loading
updated all drivers, scanned for viruses by kaspersky and doctorweb (no viruses).
updates of the OS itself are included and come (licensed).

Well, in the task manager and look, in the "processes" tab, what loads.
