Docker on windows 10 works without linux subsystem?

Worth windows 10 ltsb. Therefore, there is neither bash nor linux in the components. Will docker work without it? I use vagrant, in general, everything suits me, but they say docker is better, more convenient, is that true? Please do not write messages like: "put Linux" and the like. This corporate Windows is completely satisfied, hence the question is about it. Thank you!
