What can be used to manage KVM+QEMU via web?

Hello!
There is a virtualization server based on Debian + KVM + QEMU with a dozen virtual machines. Having played enough with the console, I want something simpler, with web access. Any elementary things, like creating a VM, stopping, restarting. I'm unlikely to ever have a whole cluster. :)
What tools can be used for this? After reading the Internet, there was a slight feeling of misunderstanding, especially after the section on controls on the KVM site.

For a bunch of Debian + KVM + QEMU, I know there are paid VMmanager panels, etc. But from free software, this is Proxmox VE with a web interface.

Then there's oVirt, which Red Hat builds on RHEV.
