You need a program similar to evrnote or onenote - more precisely, functionality - shared notepads, for working in a corporate local area network and without access to the Internet.
Who can advise what?

EtherPad is an interesting option, but not quite the same. there are no such nice divisions / lists as in OneNote - ala FAQ, for the entered data. more like a generic text file.
OneNote - requires a cloud connection
