What can a manually entered IP address affect?

1. The ip-address will not be different, but the one you registered. sites will see the first external address in the chain of routers from you to the ISP.
2. depends on the tariff and the provider. in some cases every time, in others not every time, in others it never changes.

No. It will be exactly as written. If it's spelled correctly. What address to prescribe - usually agreed with the provider, unless of course you are not a PI.
