Network card blocking connections from other countries?

Hello, I put a second Dlink DGE-528T network card into the server. I set everything up, got the settings via dhcp, and there was a problem, from some countries you can’t connect to the server, I already changed providers, rearranged debian 8 OS from scratch, nothing helps.

Somehow it seems unlikely ... Most likely there is some kind of problem in routing to this address at the inter-operator level. I had a similar situation with DigitalOcean's vps, contacted support with a request to change the address, the address was not changed in the end, but the routing was fixed, and in a few hours.
