Why docker host hangs?

There is a dedicated server on Debian 8. A large number of containers continuously start / stop on the server.
- The total number of containers is about several hundred
- Up to several dozen containers start / stop every minute
- The number of simultaneously running containers is limited to several dozen
How to determine the cause of a hang? RAM seems to be enough. Maybe CPU or HDD? How to find out the reason?

Hanging Docker containers is a known issue with init.
