Miracast does not work in my case. Can work with Honor 8?

Miracast only works when connected to Wi-Fi. In my area, wired internet is expensive, and wireless, which is right now, is not very good and requires a special flash drive to connect to a computer, so I use a USB modem on an Honor 8 (FRD-L09) phone. How can Miracast be used?
