What are these requests?
It is clear that ARP is a protocol for obtaining a MAC address. Only now, whose address is received - mine, or from the router? Are they trying to hack me?))) I'm very vaguely versed in networks and therefore my questions may be stupid.

Most likely sent by the router, someone (maybe you) is scanning the 192.168.31 network. and the router sends ARP requests to all IPs that it does not have in the arp table
