You put a router (a la ISP), behind it is a server. You hang "white addresses" on them (no routing to "gray" ones). Here is the emulation of the Internet - until you configure NAT, gray clients will not be able to reach white addresses.
On the server, you can also raise WWW (with pages, hyperlinks), and DNS (A, CNAME, etc.) and other goodies (even docks are not really needed for this).
