What are these mythical sites for government agencies, for which you need to take into account ie8, ie9?

You can throw off examples of these sites, otherwise I can not find it. What is their peculiarity and why do they depend on old versions of ie that are already "buried" and which are no longer safe to use. I looked at the share of ie9 in RuNet for the last month - it shows 0.08%! What kind of tin in general.

A typical situation is in an organization with hundreds or thousands of old XP machines. And one or two administrators - now IT departments are reduced to a minimum. An example is Russian Post, which until recently used outdated software for XP on weak computers. Now both hardware and software are being completely changed, a lot of money has been spent and, as far as I know, they have not finished it yet.
As for "not safe to use" -- read the old IE8 advertisement :). Holes continue to be found in all browsers, increasing the version number does not make them smaller.
In general, web developers got lazy, they already forgot about IE6, that was life - in this version, almost everything is buggy or works differently than in other browsers :). And, nothing, they did the same sites.

Seriously, what an outdated piece of information. Time goes by, myths persist.
For websites of state institutions, a version for the visually impaired according to GOST is needed. And IE8-9 only means that TT was a moron.
They write about all sorts of poor Nyur women on Windows XP. Does religion forbid a minor administrator to install Firefox or Chrome on machines at the time of establishment?
So in the furnace support for everything below IE11 and Edge.
