What are the tools for remote budgeting?

We need a tool that would allow remote approval of the budget for a project with a very large number of expense lines/groups/categories. One side enters a line - the second coordinates it. And vice versa. Thousands and ten thousand lines, each line stores dozens of parameters. After the lines are agreed upon, a new row of statuses opens for them: spent / not spent.
How do people usually negotiate budgets in a remote office situation?

Large budgets are agreed on arrival or by phone.
And the tool you want is a bit of a weird thing.
The larger the budget, the less detail, and the higher the salary of a manager who controls a separate group / project.
It makes no sense for two bosses to agree on EVERY line.
