What solution will allow you to conveniently store links?

Requirements:
* split into categories (the ability to include one link in several categories)
* add tags (search by tags)
* search by text
* general access (admin (the one who can add / change), just users)
Why:
* There are many links of the form: jquery diamond slider, documentation in the language I need in the right format, useful lessons, etc.
* Browser bookmarks are not suitable due to lack of tags and sharing.
What can you advise? (possible for local deployment (on your own server) and online service)
