What are the strict web design standards and requirements?
What are the strict rules or standards for website design?
I am primarily interested in the following:
1) On how many screens should an adaptive website design be made?
2) How many grid columns are used for each screen?
3) Column width, content width, padding between columns and on the sides ?
4) What is the minimum font size for each screen width?
Can you also tell me what are the strict requirements for high-quality web design, or for a PSD template

There are no requirements in our country.
There are wishes, good practices and all sorts of different agreements between the client and the contractor.
Answering the questions above:
1) How much is enough to understand the development and work out the requirements;
2) How much the designer decides, the grid is only a recommendation, not a rule;
3) How much the designer decides;
4) Depends on the requirements of the customer (maybe a portal \ service for people with various kinds of deviations) and what the designer decides.
Everything depends on everything.
