hh.ru, linkedin and habr.career show themselves most effectively. Only the latter can be called specialized. In general, it is not specialization, localization, or search convenience that decides, but only the number of active users. You will not find anything where there is nothing.

In reality, it works a little differently than you think.
You post your resume and then they write or call you, often those who do not even have a vacancy on the site. All details are communicated through personal communication.
I have never received a job offer.
Some time ago, hr just wrote to me in a cart, like I see you are looking for work again, will you try again with us?
You need to post your resume where there are most employers, and this is hh

What to filter then? There are not a lot of IT companies in Russia as a whole, so that something else needs to be filtered out.

IMHO you need to use a bunch of HH and employee reviews site.
HRs do not always bother with publishing on specialized sites, and publish vacancies where a subscription is purchased from the company.
Therefore, the largest number of current vacancies is there, and everything is ok with filtering there, remote work, salary level, etc.
The only thing that is not on HH is insiders from former employees, I usually look at https://jobowork.net/ , the bundle works almost perfectly.
