Where can a beginner web programmer make money?

I have knowledge of PHP, JavaScript, jQuery, Ajax, MySQL, SQLite, HTML, CSS and also work with Laravel and Phalcon Frameworks. All this, of course, is not at a high level, but I can solve problems of medium complexity (I think so). In general, I would like to know what would be relevant to study: which CMS, or which Framework?

Better get a job as a junior under the guidance of a senior or a team leader. Then you will appreciate your knowledge and gain the right experience.

It’s hard to make money on this in freelancing, which was indirectly confirmed by other commentators.
First, change your (self) description.
Example:
This is my example.. describe your experience.
I don’t know Laravel and Phalcon yet, but no one is interested (as well as what I know) if I can be assigned a task and it will be done.
In freelancing and when working in small campaigns, this is more important than knowing specific technologies that no one else will know except you.

On freelance, or on various forums. Especially on IT forums, they often offer decent earnings.
