What are the chances of finding clients through a personal website (business card + blog) in your opinion, unlike freelance exchanges?

Portfolio site and general info about you on this site will give you 100 social proof points. You will be taken more seriously.
If this site has a blog describing your approach, it will increase expertise, price on you, and loyalty.
Important - you need to write on the blog not for your colleagues in the industry, but for customers.
Instead of "how to set up a direct on your own", it's better to write "how to calculate the effectiveness of a direct", "how to get off the needle of a direct", that's me for example.
Or if you are a programmer, do not write about the intricacies of a new framework, but write about how to build relationships with programmers, how to reduce the cost and by what means, how to reduce the time, how to test a programmer.
In short, write not about what you want, but about what interests the customer.

Will you be able to get enough traffic from those who potentially need your services on your site? How much effort, time and money will it take?
