I use lingualeo, I choose what I need, because the vocabulary is large, and with grammar and spelling problems, this is what I train.

Vitaly Leventhal "English language: simply about the complex".
If audio perception goes better, then Dragunkin.
There are other programs like Rosetta Stone.
In general, it is not clear from the question - what language was taught at school? If English, then why is there no understanding of it. To what level do you need to raise it.

The level of signatories is not clear. If it is near zero, then any source for the group of tenses simple in the active and passive voice. Then read about the technique of memorizing words with the help of imagination and immediately read the information you are interested in in English and how an unfamiliar word occurs, which is important for general understanding, memorize.
Be as adequate as possible, do not take thin with a zero base. lit., start simple, for example with articles from https://simple.wikipedia.org, how it will turn out to read without constantly looking into the dictionary, then you can go to the groups of continuous and perfect times and continue to try to read everything and continue to type words. No need to immediately run and try to learn all the groups of tenses, especially some perfect continuous, when this group is used in 3-5% of cases. Just waste your time and you'll forget everything anyway. It is better to read the simple group, which is used in 80% of cases, several times, bring it to automatism, and then switch to less popular groups.

Поддерживаю всех отписавшихся, все действительно по существу.
От себя добавлю, что серебряной пули нет и не будет. Так как у всех разное восприятие, отношение и мотивация.
Из книжных вариантов советую Новый самоучитель английского языка Петровой
www.ozon.ru/context/detail/id/2837416
