What are the options to organize trade between players for real money?

The question is for those who understand the economic / tax legislation of the Russian Federation and / or other countries (primarily the USA and Europe, as well as China).
What options are there to organize legal trade in game items/game currency between players for real money? (meaning for a conditional game, the owner / developer of which I am; the question is not on the technical side, but on the legal side)
Now most online games prohibit transactions between players for real in their rules. I'd like to know:

  • it's because of the difficulties with the law
  • or just out of a desire to maintain a monopoly on the sale of in-game items...
