Is it possible to do business in the USA (and in Russia) directly from home?

I'm watching Silicon Valley right now and one guy said, "You can't talk to your neighbors if they find out that we have a business at home, they complain and we get a fine." But in the movie "The Social Network" Mark and his programmers were dumped in Palo Alto, they rented a house there and made Facebook in it (before they rented a normal office). There were no problems

In most films, they often do not show in full how the characters go to the toilet, how they sleep, how they brush their teeth.
Also here - they did not show a sufficiently significant part of the legal and bureaucratic burden.
For example, to work in the states, you need a social card. Mark has it because he is a US citizen, and registering a legal entity is a piece of cake. Laws for different types of activity are also different, one and the same activity can be registered in different ways.
Don't rely on movies for details.
