What are the most critical requirements for the Requirements Management Tool?

I work for a company that develops and implements an electronic archive system. The projects are long and quite complex, and the issue of optimizing and standardizing requirements management for both internal and external projects has become acute. With the growth in the number/complexity of projects, it has become very problematic to collect requirements from different sources (paper, Confluence, JIRA, ...), structure, analyze and track their fate.
I was given the task of selecting, purchasing and implementing the RM Tool, a requirement management tool, in the company. The question is what? I have collected the requirements for the system, the estimated budget is limited to 200-250 thousand rubles, about 10 competitive licenses are needed. Such monsters as Caliber RM, Rational DOORS, Rational Requisite Pro, Dimension RM swept aside immediately.
I would like to know what, in your opinion, are the most critical requirements for such systems? What problems can we face during implementation?

You must first build a requirements management process in the company.
If there is no such process, the system will never be implemented.
If the requirements for the necessary system from the participants in the process have already been collected, then determine in what form the requirements should be stored, what mandatory attributes the requirements should have.
