What are the equivalents of Amazon S3 for static sites?

The project requires a service in which clients will host their static mini-sites. The site is static, not a gram of the backend!
From the reviewed:
Amazon S3 and Hotbox from mail.ru. Confused by the high price of PUT requests. We expect clients to update their mini-sites frequently. The place is not enough, about 1Gb per client - for the eyes. But the activity, I think, will be high in terms of updating sites. That's the specifics.
www.netlify.com - unclear conditions for obtaining reseller status, low speed, lack of support for files larger than 10Mb.
Azure - it's not clear at all, it seems there is only an option for personal use.
What you want: I want to give customers 1Gb of space for their static site, have unlimited traffic for updating data and viewing it. I would like to meet the 300 rubles a year per client. Control and issue accounts via API. API for downloading any, you can FTP, you can HTTP. Everything that has been found on the market so far is either designed for personal use, i.e. no API for creating accounts, or expensive for frequent data updates.
