Why, due to NAT, the OpenVPN script does not see the public IP, only the local one?

I use Amazon aws and it was here that I ran into this problem, that the script writes "a problem with the nat server", and I prescribe a public IP and the script itself determines the public IP, but when connected to openvpn in the logs, it shows that a private (local) IP is used. OS Ubuntu 20.04. How to solve this problem?

And if instead of the IP address in the .ovpn file, write the public DNS name of the server in Amazon? By the way, enable piblic dns in VPC settings where your OPEN VPN server is launched/running !
Use elastic IP address for open vpn server in amazon!
