Hello!
Tell me if I understand correctly. When I buy something under a regular license, can I use it only once and in one project, and after the project is handed over to the client, the license goes to him? And to buy for unlimited use, you need to buy an extended license. Is everything right?
And how do they just do track who exactly zayuzal their script for example on two resources?

Not certainly in that way. I recently asked myself this question and studied it. Came to the following conclusions:
Take for example a template for a site. If I buy a template with a regular license, then I have every right to use it for an unlimited number of my own or client sites. The key difference is that I do not have the right to sell / charge money for the template itself . If, for example, I indicate the position "template for the site" in the bill for services, then I must have an extended license. If I write in the invoice like: "installing and configuring the template for the site", then I can legally use the template on this site under a regular license.
Roughly speaking, the main difference between an extended license and a regular license is the availability of resale rights. That is, having bought a template with an extended license, I have the right to even resell the template itself.
The same with logos and other graphics: if I do something based on a purchased layout and sell a logo creation service (at the same time, I also have the right to give the source codes of a ready-made client logo to the customer), and not the logo layout itself, then it’s also enough for me regular license. But if I want to sell the purchased layout itself, this is already extended.
