Addresses are no longer given out for free, you will have to buy them from someone. Prices, emnip, at 4 bucks per address (forever), in BGP almost everyone ignores routes to networks smaller than /24 (at the same time, there is no written rule about small networks, they just ignore them).
You need to register your AS in RIPE, be sure to make your own PI subnet (I don’t know anything about this place, I didn’t work with it). Like opium wrote above correctly.
Then you come to hosters / providers and say that you want to drive your network through them via BGP. Hetzner wants the following for 2 gigabit channels with BGP support:
