Well, we have our own root name servers, raising the child ones is not a problem. All IPv6 addresses have not yet been allocated, so you can take a couple of blocks from the unallocated ones yourself. Yes, and from distributed ones too - after all, the conflict of IP addresses happens only within the same network. And it's not about the address, but about building a route to it. And in order to fit into the BGP routing scheme, you need to have your own autonomous system (AS) - but ASNs (AS numbers) are also assigned (and registered) by IANA.
So, it turns out that I know very little about how AS works.. Is there a way to embed into the Internet system, ignoring IANA and prescribing your own routes to specific IP addresses? I can conduct such an experiment at home, but sorry - the Internet is not a home network, but the routers in it must trust each other. Feeding a couple of left routes to the External BGP Internet router is a slightly more complicated task and clearly exceeds the capabilities of a home experiment.
I have no illusions: the issued addresses are tied to the area and to determine which country a particular address belongs to and block it - even our Roskomnadzor successfully manages to block the whole of Russia - the United States will have enough strength and capabilities. No, the Internet will not go anywhere within the country, and communication with other countries will not be interrupted. Yes, and they most likely will not do this ... but purely hypothetically - is there a way to change the route to a specific IP address, ignoring the registration of an autonomous system with IANA?
And in principle, is it possible to create your own system for registering AS, independent of the USA?
