What are the addresses 192.168.0.1 and 128.0.0.1 responsible for and why these addresses?

I have long heard that the address 128.0.0.1 is identical to the address "localhost" and is used if the computer is "making a server".
Then I found out that there are addresses 192.168.xx, which also lead to local data, I only googled that through 192.168.1.1 or 192.168.0.1 you can get into the router settings. What is this address and why is it still needed?
Why were these IP values ​​allocated for the needs of the local server and getting into the router settings?

About 128.0.0.1 they answered.
About addresses 192.168.xx (and a bunch of other addresses, as they said, gray ones, are used for the needs of network equipment (in your case, you don’t need anything else). A complete list of such addresses for almost all routers is here in English: 19216811.live and here in Russian : 192.168.1.1
