What agreements regulate the Internet at the international level?
State authorities regulate the Internet in one way or another and try to influence resources. To do this, they use their own laws, resources, and so on.
But how is the Internet regulated internationally? On the basis of what international agreements (etc.) do individual states build their policy of regulation and influence on resources? Especially for those resources that are hosted in other states.

And the rest of the countries are already making decisions themselves, sometimes good and adequate (for example, on net neutrality), sometimes absolutely stupid (as in Russia or Belarus).
In fact, it is not particularly regulated in any way, there are authorities that issue IPs, there are authorities that issue domains, but in general, the Internet is just a bunch of companies that have agreed to feast with each other and companies are subject only to local laws.
