I want to change the OS and I'm leaning towards Windows RT 8.1. Worth Windows 8.1. What would you advise to choose and where to download the normal version? Don't recommend 7 or 8 versions.

No. The only way to get Windows RT 8.1 is to upgrade your PC or tablet with Windows RT pre-installed.
