How to deal with a stupid question, how to understand it?

The official website says that the minimum system requirements are:
for x32 - 1GB RAM
for x64 - 2GB RAM,
it seems to have always been considered that it is recommended to install x32-bit system up to 3.7GB RAM
and over 3.7GB already x64 ..... am I right or not ?
does this mean: what if on a PC where the processor supports x64 bit but with 2 GB of RAM, you can install this x64 system?
and the same applies to windows 10 and Linux
