How to include php_dio.dll library in xampp?

Installed xampp with php version 7 under Windows
This php_dio library was loaded into the ext folder, I registered the library in php.ini, but when I check phpinfo it is not there, and the commands from it obviously do not work.
This library is needed for direct I/O. In this case, I'm trying to connect to the COM port.
