I regularly withdraw from Upwork via Skrill to a dollar account in Sberbank.
Upwork commissions $1 + Skrill 3 eur. In 2 days I receive dollars in Sberbank.
There are a couple of points. In Skrill, after withdrawing $1,000, they asked me to go through verification - I sent, in my opinion, a photocopy of my passport and an Internet bill. Now there are no withdrawal limits. In Sberbank, I transfer from a dollar account in rubles to a card through their virtual account (created in Sberbank-online "My goals") without commission. If immediately on the card, then there will be some kind of commission.
It is expensive to withdraw via PayPal, but sometimes I withdraw in rubles in order to pay for the server through it.
