WEB DESING, upwork, 50-60 thousand?

there is a desire to start a desire to study web design and in parallel html, css, jquery, bootstrap and the basics of javascript so that I can make up what I drew, but everyone is interested in the issue of money if I work remotely, I don’t even consider the office,
for example, upwork, I see it there the figures of 15-20 $/hr, are these the true figures for which specialists work or is it all in theory that they count on, but in practice they will be lower?
it’s just that when I see these numbers and look at the fixed salaries of web design in the office of small towns (25-30 thousand), I just can’t understand what are the reasons for their work there if remotely, even minimally, specialists set up 8-10 $ / hr for upwork? stability? no need to look for customers? Maybe there are other reasons I don't know about?
if I learn the basics of web design in a year, gain experience, a small portfolio and html, css, jquery, bootstrap and javascript basics, I can count on real 10-15 $ / hr remotely, if there is also basic English ?
