Ways to create a small GIS for the site?

There is a need to create an active map for the village, I have experience and knowledge in AutoCAD, MapInfo, and I can write websites, JQuery, AJAX, JSON, MySQL, all this is familiar to me, but in this matter I can’t decide how and what to do? Is it possible to use a 3rd party API, or take the bike, or use someone else? how to be? tell me, maybe someone did, describe your methods, + pluses and minuses. The whole catch is that this village does not exist yet, will the Yandex API suit me for this case?

Look at LeafletJS and OSM . OSM has a forum . If you lack some data, then you can always add it there (in OSM) - there are tools for this.
