Wavy torrent download speed, how to fix?

When downloading torrents, the speed rises in waves to the maximum, then drops to 200 kb / s. The download schedule is obtained as if in the form of a sinusoid. What to do with it?
1) I tried several different clients - the same thing (of course, I also checked different files)
2) changed bt.transp_disposition, it didn’t help, like in principle all the other settings inside the client, disabling uTP also didn’t help
3) Internet from MTS via USB modem, speed is cut, but I have been using Vidalia + Tor to bypass for more than two years, this problem has not arisen before. The modem is flashed under hi-link
4) The disk is not overloaded
In general, I tried all the tips that were in Google, it did not help. I sin on the modem firmware. Although in Speedtest everything is stable.

if ordinary tests like speedtest.net don’t show problems, then this is the technology of blocking torrents from the provider ; the
way to fight is to change the provider, for example, by renting something as cheap as possible, you don’t even need to connect vpn, you can run the torrent client there, and watch the files directly downloading them from your server, either by connecting a network drive or by sharing via http and viewing in the browser with the video tag
