The daemon starts as root. It is necessary that then all other users can manage files through netatalk. Is it possible to make all files that fall into a folder (for example /home/user/) immediately receive permissions 777?

In /etc/transmission-daemon/settings.json edit the umask parameter
For rights 777, you need to put "0"
