Voltage regulator for brushed DC motor?

There is a caterpillar robot of a rather large size, which is driven by 2 such

12-volt gear motors with a power of ~ 90 W each from the VAZ-2110 window regulators.
Now they are controlled through a relay block, that is, they turn on immediately at nominal speed. I would like to control the speed of their rotation. We thought to use powerful PWM controllers for this, but at the same time there will be very large currents at the minimum speed, which is bad for motors.
Based on this, we decided that we would use voltage regulators to control the motors. Search for anything matching the conditions turned up nothing. With this in mind, I turn to you for help.
Maybe someone can recommend a voltage regulator (not PWM) on a 12v DC motor where this current can be up to 7-8 amps?

adjustable dc-dc converter
and you will be happy
if you turn off 12v. to the desired voltage by linear regulators / stabilizers
(as I understand it, your general circuit is powered by 12v batteries ???),
then there will be very large losses (say, when the engine is powered by 8v.,
you need to dissipate into "space" (12-8) x8A \u003d 32 W. (And this is a third of the maximum, consumption 8Ax12v \u003d 96W
