What program would you recommend for designing electrical circuits?

Altium, Eagle, PCAD, OrCAD - there is a lot of software. Of the cheaper ones, they usually use Eagle, the rest of the environments are for "cool" development. PCAD is no longer supported, but there are still many who work in it.

For PC, there is a free KiCAD (kicad-pcb.org), which allows you to draw both conventional circuits and multilayer PCBs.
For Android, there is a semi-free Electrodroid - draw directly from your phone. There is a paid simulation of the circuit (you can track the current / voltage on individual elements).

PCAD or Altium. PCAD, in my opinion, is less convenient, but many people work on it (if you are interested in the prospect of professional employment). Altium is more convenient, but expensive, so not everyone can afford it.
