VMware Workstation 16 is not installed, complains about openssl, what should I do?

Hi all. I wanted to install VMware Workstation 16. I try to install and get an error: "setup failed to generate ssl keys necessary to run VMware Server"

On the Internet they write that the problem is in Visual Studio, reinstalled ... They also say that you need to download openssl.exe and throw it into System32 , threw off and nothing helps. The program does not want to be installed. Maybe I'm doing something wrong? (OS: Windows 8.1) Thanks in advance)
