How to create a VMware fully closed Linux image?

There is a task to install software written in php7 on the user's server, but the user should not be able to change / read the code (at least so that it is not just like Zend Guard and Ioncube decryptors), and the idea came to mind that VMware has the ability to fully encrypt the image, therefore, it is possible to prepare a distribution kit in which the user can only configure the network and nothing more (even reset the root password), tried to look for something like this, but did not find anything, can anyone have experience how to implement this?

Do not give any software or image to users. Only a service that is hosted somewhere else should reach them.
