Virtual machine does not automatically start in Citrix XenServer?

There is one machine on Citrix XenServer, three virtual machines work properly on it. For each of them, the “Auto Start on Server Boot” setting is registered, but at the same time, two are launched at server startup, and the third one does not.
An external USB-HDD was thrown into a non-starting virtual machine. Could he be the cause of what is happening?

Turn off the external hard and find out if it's the case. What do the logs say? Virtual machines start at the same time or in turn?
